In the present study, the status of the water crisis in Iran provinces was first examined using Water Steress Index (WSI) and Falkenmarkwater stress indicators. In the next step, by assessing the sixth development plan of the Islamic Republic of Iran and the legal provisions that directly and indirectly relate to water governance, the Water governance condition was analyzed using the network analysis method.The results of this study indicate that, according to the WSI index, in most of the country's provinces, in terms of water resources consumption, they are in medium to high levels. Also, according to the Falkenmarkindex, most of the country's provinces located in critical condition from the point of view of water crisis to absolute deficits.On the other hand, the results indicate that the water governance system in the country continues to be hierarchical, with a top-down approach focused on the power of government. Definitely, in the sixth program of development of the existence of Non-governmental organizations (NGOs) and paying attention to organizations with public participation is a positive and promising point in the issue of water governance. But more attention should be paid to NGOs in the water resources management, and define more legal duties and obligations for these institutions.}, keywords = {: Water crisis,Network analysis,Water sustainability index,Falkenmark Index,water stress}, title_fa = {تحلیل شاخص‌های کمبود آب و شبکه حکمرانی آب در برنامه پنج‌ساله ششم توسعه ایران}, abstract_fa = {در راستای تشدید بحران آب در ایران، علاوه بر عوامل اقلیمی و محیطی، مدیریت‌های نامناسب در زمینه مدیریت منابع آب در سه دهه اخیر، استفاده بی‌رویه از آب‌های سطحی و زیرزمینی، منابع آب کشور را با مخاطرات جدی روبه‌رو کرده است. به‌همین منظور در پژوهش حاضر، در ابتدا وضعیت بحران آب در استان‌های کشور با استفاده از دو شاخص پایداری آبی  WSIو  Falkenmarkمورد ارزیابی قرار گرفت. سپس مواد قانونی مرتبط با حکمرانی آب که به‌صورت مستقیم و غیرمستقیم در برنامه ششم توسعه جمهوری اسلامی ایران آمده است مشخص شدند و در ادامه مورد تحلیل قرار گرفتند. در همین راستا، شاخص پایداری آب (WSI) و شاخص Falkenmark به‌ترتیب بر اساس متوسط سالانه تولید و مصارف آب و مقدار سرانه منابع آب تجدیذپذیر به‌تفکیک استان‌ها، محاسبه شد. نتایج پژوهش نشان داد که طبق شاخص پایداری آب (WSI)، از نظر میزان مصرف منابع آب، اکثر استان‌های کشور، در طبقه برداشت متوسط تا زیاد قرار می‌گیرند. بر اساس طبقه‌بندی مقادیر شاخص  Falmenmarkاکثر استان‌های کشور از نظر بحران آب در وضعیت بحرانی تا کمبود مطلق قرار دارند. علاوه براین، نتایج نشان داد که حکمرانی آب در کشور هم‌چنان به‌صورت سلسله‌مراتبی است و با رویکرد بالا به پایین و با تمرکز بر قدرت مدیریت دولتی اداره می‌شود. البته در برنامه ششم توسعه، وجود نهادهای غیردولتی و توجه به سازمان‌هایی با مشارکت مردمی در طرح‌های مدیریتی از نکات مثبت و امیدوارکننده حکمرانی آب به‌حساب می‌آید. جمع‌بندی نتایج تحقیق بر توجه هرچه بیش‌تر به نهاد‌های غیردولتی در بحث مدیریت منابع آب تاکید دارد و باید وظایف و مواد قانونی بیش‌تری در ارتباط با این نهادها در نظر گرفته شود.}, keywords_fa = {بحران آب,تحلیل شبکه,شاخص پایداری آب,شاخص فالکن‌مارک,تنش آبی}, url = {https://www.waterjournal.ir/article_142420.html}, eprint = {https://www.waterjournal.ir/article_142420_7a0e29919f0b9160e50c0cde3d9f4cb0.pdf} }
