Water is main concern for sustainable development. However, Iran is a country which its surplus values is nearly 1.4 of net national production and this leads Iran to be dependent to its agriculture section and natural resources in development policies. This indicate why study of water position in Iran's development policy is important. This research is trying to answer the following questions of the country water policy. A. how much is valuable water resources? How much does the consumption have priority? How much water extraction is permitted? How is consumption pattern? To answer these questions, water policies affecting on water resources in tow sections of upper- documents and law documents have been ca thematically analyzed using documentary study and critical sampling method. The results of the study show that economic, political, environmental values of water resources have been considered, but environmental values of water is very less considered. The results of the study also show that the law documents say nothing until when the environmental values of water can be ignored against to economic values. It is also unclear how much the unsustainability and imbalance of water resource against self- efficiency and development growth is bearable.
