بررسی اثرگذاری روش‌های تصمیم‌گیری چند معیاره در مدیریت منابع آب (مطالعه موردی: دشت سنقر)

چکیده
سابقه و هدف: پیچیدگی مسائل مدیریت منابع آب باعث شده است که مدیران، به تنهایی نتوانند تمام جوانب لازم برای مدیریت و برنامه‌ریزی جامع منابع آب را در نظر گیرند. بنابراین هدف از این پژوهش ارائه راهبردهایی کاربردی جهت توسعه پایدار منابع آب می‌باشد.

مواد و روش‌ها: در این پژوهش شش معیار و هشت راهبرد مورد بررسی قرار گرفت. ابتدا ساختار شبکه‌ای ANP ایجاد شد و ماتریس مقایسه‌ی زوجی، ماتریس وزن‌دار و ماتریس حدی محاسبه گردید. جهت اولویت‌بندی راهبردها از طریق روش TOPSIS - FUZZY ماتریس تصمیم‌گیری تشکیل گردید. ﺳﭙﺲ وزن ﻣﻌﻴﺎرﻫﺎی بیانی به اﻋﺪاد ﻓﺎزی ﻣﺜﻠﺜﻲ تبدیل شدند. پس از اینکه نرمال‌سازی و وزن‌دهی ماتریس تصمیم صورت گرفت، ﻓﺎﺻﻠﻪ ﻫﺮ ﻳﻚ از راهبردها از ایده آل ﻣﺜﺒﺖ و ﻣﻨﻔﻲ به دست آمد. در روش ﺗﺮﻛﻴﺒﻲ ANP و TOPSIS-FUZZY اﺑﺘﺪا وزن ﻫﺮ ﻳﻚ از راﻫﺒﺮدﻫﺎ ﺑـﺎ اﺳـﺘﻔﺎده از روش ANP ﻣﺤﺎﺳﺒﻪ ﺷﺪه و ﺳﭙﺲ وزن‌های به دست آﻣﺪه از روش ANP در روش TOPSIS-FUZZY اﺳـﺘﻔﺎده شدند.

یافته‌ها: نتایج مدل ANP نشان می‌دهد که راهبرد مکانیزه کردن کشاورزی و آبیاری در اولویت نخست قرار دارد. در حالی که محاسبات روش TOPSIS - FUZZY و TOPSIS- FUZZY -ANP راهبرد ترویج فرهنگ صحیح مصرف آب و اصلاح الگوی کشت با کشت گیاهان با نیاز آبی کم‌تر و متناسب با توان هیدرو-اکولوژیکی منطقه را اولویت‌‌دارترین راهبردها معرفی نمود. این اختلاف به دلیل در نظر نگرفتن ارتباطات بین معیارها و راهبردها در مدل TOPSIS - FUZZY و TOPSIS- FUZZY -ANP است.

Background and Objectives: The complexity of water resources management issues has made it difficult for managers to consider all aspects necessary for comprehensive water resources management and planning. Therefore, the use of multiple decision makers with different specialties and skills. in the decision-making process of water resources is necessary. So, the purpose of this study is to provide practical strategies for sustainable development of water resources

Materials and Methods: In this study six and eight standard was defines. The ANP network structure was created, and the pairwise comparison matrix, weighted matrix and limit matrix were calculated. In order to prioritize strategies through the FUZZY - TOPSIS method. Then the weights of the expression criteria were converted to triangular fuzzy numbers. After the decision has been made to normalize and weight the matrix, differences in strategies were obtained from positive and negative ideals, the option with the higher proximity coefficient was ranked higher. In the combined method of ANP and FUZZY -TOPSIS, first the weight of each strategy is calculated by the ANP method and the weights obtained by ANP method were transferred to FUZZY -TOPSIS method.

Results: The result show ANP model that mechanized agriculture and irrigation strategy is a top priority. While the calculation method of TOPSIS - FUZZY and ANP-TOPSIS- FUZZY introduced the strategy to promote the correct culture of water consumption and improve the cultivation pattern by cultivating plants with less water requirements and proportional to hydro-ecological potential, respectively.
